You can edit you AndroidManifest.xml file by going to C:\Program Files\Unity\Editor\Data\PlaybackEngines\AndroidPlayer\Apk.

Thanks, yes I figured it out. Actually I had no idea this got on the forum because when I submit the question, it said there was an error, so I gave up and went back to working it out. This happens every time I submit a question actually.

I am at the stage of adding in app purchasing for my game and according to the Google docs I need to "Update my app's manifest" https://developer.android.com/google/play/billing/billing_integrate.html#billing-service
It says: To give your app the necessary permission, add this line in the AndroidManifest.xml file:
